The trailer.

That's the right price... a little welding and you'll be good to go!
 
Ramps can be nothing more than 2x10 with a thingee as required bolted to the end to hook to the trailer.
 
Used Tires from a good junk yard will work fine.

Some tire places will sell used too. When I was 16 (back in 1997), I got (4) used tires mounted and out the door for $100.
 
Manufactured wood I beams make good ramps too. Especially for a small car
 
And you still have pleanty of time to make it nice.
