It's not just cars, and it's not just federal action. State and local governments are doing the same thing. When in doubt, seize it, sell it, and remember few people have the money to hire lawyers to fight it.
 
Here's an old military Defender a friend brought into Canada, as I recall it was a little rough around the edges, but then again a well used truck...

Now I'm really getting off track... :rolleye:

We've had a similar issue here in Canada with Mini's, since they sold Minis here until 1980, people were buying old ownerships and grafting them onto Minis that were too new for our 15 year import rule, I heard of a few people who got busted...

And now there is some backlash in both gov't and insurance against all the JDM (Japanese Domestic Market) cars that come over... Officially something about them being RHD and thus unsafe simply because of that... Many insurance companies are starting to charge massively high insurance rates for the JDM cars...
