Might start by disconnecting the cable from the back of the tachometer and seeing if it's turning. With a little luck, it's just a broken cable.
But if the cable is broken, you must figure out what broke it. Check the mechanism inside the tach for smooth movement; it might be jammed.

Easier to take the cable off the dizzy and see if it works, mine broke on the last inch into the dizzy couple years ago.
