Mark, it looks as though the left numbers are the needle diameters in increments from the shoulder. I'll dig out my charts and look to make sure.

Mark, I just ran the numbers for an AN needle, and the left column numbers are the needle diameters, as I supposed.
But, the numbers along the bottom are the points on the needle where the measurement is taken, and the program seems to be off by one number. For instance, I'm showing a diameter on my chart of .0807" taken at station #4, where on the program chart, that number corresponds to station #3.
I'll run a few more and see if that holds true across the board.

Mark, I ran a few more needles, and the "off by one station number" theory seems to hold water. But, some of the numbers don't match my charts exactly.
I think this program may help in seeing exactly where in the curve the needles are, graphically, for comparison purposes, rather than just looking at numbers though.
