The carbs having been rebuilt, the arms (and jets) should be moving freely in which case you should adjust the rear cable to take up any slack. The arms returning equally (and thoroughly) is just as important. I use the pen spring method (below) but I'm sure other styles would work too. The picture in the link shows where the cable gets adjusted as well.
