stuck seatbelt '79 midget

Try rotating the housing. Those belts, in addition to needing to be pulled out gently they jamb if they are not aligned right. They need to be horizontal? (I think)
 
They got a little weight thing in there that get stuck sometime. Try pointing the car uphill on a steep grade and try it and then downhill. Otherwise if it still doesn't work you might have to take it off and smack it around a bit and if that doesn't work then take it apart. Hopefully you can get it to free up before all that.
 
As Kim said, that little weight locks and unlocks the belts. Sometimes the mounts can twist and get off level and then the belt will locks up. Try to avoid taking apart. You need to loosen the mounting bolt, 9/16 or 5/8 and rotate the mount so the weight goes the other way and belt will unlock more than likely. Return mount to level and see if the belt will now work automatically. Retighten the big mounting bolt and you should be good to go.
