Stromberg Carb 'O' ring

The black caps that screw into the top of the carbs have 'O' rings on them. Should this 'O' ring fit flush into the top of the carb body, or is it ok to be a little too big to do that?

On my ZS carbs the (white) caps have fiber gaskets (not "O" rings). They sit flush against the top surface of the damper tower.

I agree, flat fiber gaskets, not O-rings.
