Still running to rich

I finally got a chance to pull my carb apart since it was running way way to rich. Carb is a Stromberg CD150 no emissions stuff.

The float was way to low (gas level to high) I seem to have measured from the inside of the carb instead of from the flange, so that should have solved the problem but it is still to rich, no wheres near as bad as it was before, but still rich.
I also checked the weight of the float. All 3 floats that I have from different carbs had the identical weight - 12grams so I don't think that one of them is damaged.

So how much difference does it make that I don't have an exhaust system? would this make it run richer??

Can I further lower the float? I set it at 18 mm above the flange like the manual said, I could adjust it to 19 or even 20mm to further lower the level of the gas in the bowl.

Both the jet and needle are new from Canley Classics so they should be correct. The new Jet at least looks identical to the old one.
 
I don't know if you can with the model of stromberg you have but you may need to adjust the needle down yet to lean it out.

Also no exhaust will play some part on this as well. Not sure how much but it has to effect it.
