MGB Sticky Rotors/Brakes

First time with the tires off to check the brakes. The brake pads looked fine, but when spinning the rotors, the behavior looks like this:


This doesn't seem or sound right. Any idea what's happening here? I don't want to randomly start replacing parts. My initial idea is to swap the rotor out, but is there something else going on?
 
Since it appears to stop in the same place every time, I agree with Grantura. Rotors are not that expensive, neither are pads. I'd replace both. Be sure to clean the mounting surface of the hub before assembly.
 
Thank you fellas. I appreciate the guidance. Got rotors and pads on order. A little nervous about the shim-system, but I'm sure enough YouTube videos will guide me home!
 
I'll second Doc's recommend for the John Twist videos. Lots of great info there.
