steering rack attachment

When I took the steering rack off my B/E I found a steel spacer/shim (pretty thick) between the bracket and the frame, but only on the right side. The left side was just flush against the frame crossmember.
Was this added for some unknown reason by a p.o. or is it supposed to be there?
Both sides or just one?

It is supposed to be there only on that side. It is needed to line the steering column with the pinion.

I put my rack back in about 2 months ago. Even though my disassembly notes said the shim went on the right, I've doubted myself. Thanks for both the question and answer.
 
That shim improperly installed will also result in your rack locking up. It is iomportant to make sure you've got full lock to lock turning capability.That shim is there for a reason.
