If you would like to try some different "looks" or styles for the site, scroll to the very bottom, on the left and click the Style Selector.
Down at the bottom of the column at the steering rack. There are two black wires that come off the top of the rack and feed back into the harness on the left inner fender well. Look at the bottom u-joint and ahead of it you will find the wires.
On the TR4 a braided ground strap goes from the steering rack to one of the u-bolts for the steering rack mount. Under the inboard nut that is under the mount.
I think it goes under the nut that you remove and insert a zerk fitting to grease the rack.
Perhaps if one has the solid (aluminum?) rack mounts one doesn't need that cable, but with the rubber mounts the rack needs a ground to enable the horn to honk. Complex but effective.
For the life of me I don't see why they didn't just put a zerk in that hole and be done with it -- but I use the bolt and carry an extra zerk 'cause THTDI*.

I've long assumed that someone in the Accounting Dept. of Leyland Motors determined that they could save a pence or two per car; presumably the brass plugs were ever so slightly cheaper than "zerks"?
