I reread my old post on the Advanced Search about this but I don't think anyone answered the question about how much fluid the box should hold? Anyone know?

As much as it takes to fill the tube and steering box to bring the level up to the hole in the column. Are looking for a "quantity " answer ? As most of us are topping it up quantity does not matter. But I can tell you that it is not a lot of fluid, maybe about a pint.

I should have mentioned that I am going to fill a rebuilt box from empty. So 500ml of the Penrite should do it. I'm going to heat up the fluid to make it flow easier as recommended.
