TR2/3/3A Steel Door Top Rail

My 1960 post 60,000 TR 3A doors have a stamped steel top rail with a rubber core. The whole unit is covered with vinyl.
Does this go on before the door panel or after the door panel?
My thinking is that it would go on after the door panels are installed, but since I have been working on this carI have found that my thinking and our British cousins thinking don't necessarily match, sigh.

Appreciate your thoughts on this question.

Should go on before the door panel. The screws along the top of the panel go through the edge of the capping and lock it in place.

After I posted my question I found one picture in my files that confirmed what you said. I used to have lotsa pictures but when I changed to my new computer a bunch of them went away. I still have my old puter so I guess I will take it somewhere and have them down load all of the stuff I'm missing.
I downloaded stuff from the BCF and quite few pics from LBC gatherings so I wouldn't have to ask all these dumb questions.

I sure am glad the BCF exists!
