Basil.....The owner drove off before I could back out of the store. I never saw him going to the car (I was watching.
Nial.....Wisconsin has collector plates for original classics, but kit cars, hot-rods (cars substantially altered from standard) and others have to wear hobbyist plates. To qualify for collector plates (like my B) the car has to be original and unmodified, submit to a one-time emissions test, and thereafter you need not renew your plates for as long as you own the car.
