I agree with graphite... might want to wear your latex gloves. The stuff seems mostly harmless but is attracted to skin and a bother to wash off.
On TR3s & 4s you can just withdraw the inner cable without removing the cable housing from the car or detaching it from the gearbox. Just pull it thru from the speedo end, reinsert same way but twist & fiddle the last bit to get it to seat in the drive on the gearbox. Be aware it will be very messy -- don't let it drag across the interior.
Of course if someone has generously oiled it in the past you may want it all out where you can properly clean both cable and housing.

Good advise from George and Steven. Bouncing needles on speedometers and mechanical tachs are usually fixed by lubing the drive cable.

What are some suggestions to clean the cable and the housing? I notice I have a bouncing tach and speedo.
Although, the speedo acts a bit cantankerous even when the car is not moving. T.T.

I cleaned mine with that all-purpose standby: carburetor cleaner in the spray can.
Not suitable for cleaning the speedo head (internals) though as things are more delicate in there. I had to clean there too, what you use depends on whether you have the old painted on odo numbers (early maybe just TR2&3) or the later printed on plastic numbers. I had to repaint the odo numbers on the TR3A after I managed to wash them off!
