This sign is in my neighborhood along East Cliff Drive.

It used to be the cliff that was the problem.

Sign on my friends office wall in Garden Grove.
I also saw one on the PCH , I think around Davenport, that said "Roadside parking in emergencies only. Whale watching is not an emergency. Keep driving."
