Having difficulty removing shock from car. Can get the lock nut off the top of the shock but when I turn the lower nut the entire shaft turns with it. Tried double nutting the top one, still couldn't get the bottom one. Any suggestions?

Ther should be a nubby sticking up past the threads the has two (or maybe more) flats on it. There is actually a socket made for that, but a pair of vise grips should do. Put the grips on there, and you should be able to turn the lower nut loose.

Edit: use some PB blaster or something if the threads are rusted. It will help.

If you quit worrying about saving the shock (which is probably due for replacement anyway), the job becomes much easier. Angle grinder with a cutoff blade, cut through the nut and as much of the shaft as needed, then knock it off with a chisel & BFH.

reid, I managed to keep the outer shock cover from turning by leveraging/pushing a bar against it to sort of hold it while I turned the top bolt off-a bit crude but it worked. The ideas mentioned above look even better.
