What is the purpose of short cylinder that sticks up above the front of the front shock?
 
If I understand you then it is the air resivior that allows the oil to expand without blowing out any seals. The screw on the side is where I add 20w oil just until it seeps out (on a level surface, not in the car).

Soooo... on my tube shock conversion (I can feel Tony and PeterC cringing from here) I am using a valvless shock for my upper control arm. If I were to replace that part with a flat plate, I could make a better upper shock mount.

It seems that without the valve, expansion would not be an issue. But, I am frequently wrong on these things. What would be the risk of running the valveless shock without the expansion chamber?
 
None.... you wont be generating much heat or need for expansion. Do keep some oil in there, though. I would saw off the turret, and JB weld the small orifice closed. You should be fine.... except for the inferior ride you be getting ;-)
