Seat bottom frame - painted or vinyl rapped

My seat bottom frame, that gets bolted to the runners, has blue vinyl cloth, as used on the back of my seats, glued around the edges. Are the bottom seat frames suppose to have vinly around the edges, or just painted black?

AsumHly, Yes, they are painted black and Vinyl is glued around the edges in an attempt to minimize wear on the seat bottoms when the bottoms are slid in place.---Keoke

They are both, First painted black then vinyl glued around the edges
