General TR Seat belt dissassembly help

I have a 69 TR6. I want to restore the original seat belts, (American Safety 6500, same as Spitfire belts). I have one buckle that needs to be taken apart as it has some surface rust and I will have to get it rechromed. I cannot figure out how to take it apart. The top of the buckle is held in place by a bolt which is split at the opposite end and a small metal wedge was pounded in to spread it and hold the bolt in place. Anyone tried to remove this pin, and if so can you give any tips to how this is done?
