TR6 Screws in TR6 spare tire well

I was peeling thick seam sealer and undercoating in the trunk today, and these 2 screws were buried in the corner. Can someone tell me what they are for ? There are 2 nuts attached to the back under the car

I believe they held a leather strap which secured the tools in the trunk
 
The strap is available from Moss. Part #221-610
 
Thanks guys ! I wonder if the strap was an option, or did all cars have a tool kit back there when new ?
 
They all came with the straps.

Strange, my strap is missing and the screws were buried in undercoating. My car was Zeibarted though. Maybe Zeibart took the strap out and reinstalled the screws and never put the strap back. What a job it is getting rid of the Zeibart ! I'm glad I have a heat gun.

Wow am I shot. I looked at your pictures many time this weekend and missed the strap in that photo !

Hey, Tush. It came out a little later. The strap itself was almost worth saving, but it didn't survive the violence necessary to remove the screws.

I've never seen what the strap was supposed hold, I have one in my 6 but it does nothing.
