TR6 rocker shaft install tr6

We inherited a 76 trsix. The head was at a shop so we picked that up, was recondtioned and low compression according to the shop. So we bolt the head down with a new gasket. Then we put the rocker shaft on and tightened down. But we can't slide a couple of the push rods in the little cups, almost but not quite even after rotating the engine. So we need to position the push rods then tighten down? If so we need more hands maybe.
We rebuilt the carbs so will start it up this week!
 
Set the pushrods in place before the rocker shaft, then tighten the nuts in stages to pull the shaft down and compress the valve springs. Make sure the adjuster balls drop into the cups on the pushrods as the shaft comes down.

Is it possible that the shop shaved the head? This could make stock pushrods hard to fit.
