Rocker panel or floor pan first

OK, need help figuring out what would be the most logical replacement sequence. Should I do the rocker panel first then the floor, or the other way around? This would be on a 71 TR6, the body is still on the frame. The inner sill does not need to be replaced.

I did the floor rocker panel on my TR3 many years ago. If I recall correctly, I did the floor first. However, I'm not sure that it really makes any difference, at least if you're not doing the inner sill.
