I was peeking under my oil filler cap the other day and noticed what looks like a lot of little stress cracks on the rocker arms. I'm pretty novice, does this look as bad as I think it is?

You might want to have a machine shop verify that what you have is a crack and not a surface defect caused by the way the factory formed the rocker arms.

Those look pretty normal to me, but the rocker shaft is a 'wear item' and might need replacing. The rockers are very durable and the stamped ones rarely fail and some can be re bushed. The best way to tell is to remove the assembly and dissassemble to look for excessive wear...the rocker shafts are pretty inexpensive.
