Sure it's a scam. I keep offering to come by see the cars and bring cash. Seems like a motivated seller would say come on by, check it out, cash works. Still no takers.
 
I don't about this particular one, but I have responded to several Austin Healey ebay's that sound like incredible deals. Caution, they generally require "pre approved bidders" like this ad. You email them to get approved. Generally there is some story like "it's my late grandfather's car and I am trying to sell it for him. The car is located in Germany, France or some place not convenient to view. You are then asked to wire "Western Union" a deposit of $3000 or so. The transaction takes place w/o the ebay auction. My guess is you would never see the car or deposit again. Usually these ads are pulled in a couple of days. The old adage applies, "If it sounds to good to be true, it probably is." Again, I know nothing about this particular ad or car, but you might try emailing to get pre-approved to see what happens. Let us know. By the way, on alot of these ads if you look at the sellers history, it appears they have sold several low priced items and have a good rating. Then all of a sudden they are trying to sell a $7000-$15K item. Makes one wonder.
 
I keep pictures of cars I have seen online over the years and I happen to have that exact same picture in my files. It is a scam for sure.

Just saw this written in the ebay auction

"The seller ended this listing early because of an error in the listing."
