Replacing Front Signal Light Lens

To replace the front signal light covers do you have to remove the bumper? The previous owner may have messed with them before. I can only see the end of the bolt as if its been fastened from the inside. Was this the way they were normally fastened or should the screw head be visable.

Not exactly sure what year or model your talking about, but usually the screw heads are exposed.....not sure why they wouldn't be? If it's a rubber bumper B I don't think removing the bumper will help cuz it's all sealed up back there.
