Regulator ain't Regulatin'

I need the help of one of our brilliant EE's.

I installed a Delco alternator on my '79 and it is overcharging. Volts will run up over 15 before regulation kicks in. I wired per Paul Tegler's instructions here https://teglerizer.com/alternator/wiring.htm

If I mixed the sense and the light wires up, would that cause this condition? If not, is there something I can do to lower my output? Would putting a big resistor on the sense line work?
 
I'm afraid I'm not familiar with this alternator, but I can say this much. If the regulator is undamaged and it's hooked up right, you should not need to do anything special to get it to create the right output. After all, that's the whole idea of the regulator--it varies the generator output to adapt to changes in battery voltage and electrical demand.
