Refurbishing the trunk lid

I don't know how to proceed to refinish the trunk lid. Since there is a stand off stiffening structure that makes reaching all of the internal surface almost impossible, how do I eliminate rust and then prime and paint to reduce the recurrence of rust? I can coat the surface with apple vinegar to remove rust but I am unsure if I need to use something to halt the action of the vinegar.

Any experience with this kind of problem?
 
Jim, on my TR4as I removed the braces for the bonnet and cleaned everything up, sanded, phosphoric acid prep, primer and paint. There’s no easy way to do it, but in hind sight I would spray with phosphoric acid prep and prime, paint and hope for the best.

Thanks Rut. I have some experience welding but this thin material made me think twice about cutting out the bracing. I'll take your advice and clean it the best that I can, prep with acid, wash, prime and paint. I am building a driver - not a show restoration. Thanks again for the benefit of your experience.
