Jim, here's the order of things.....
From bottom up.
Kingpin in vise
Round crossection o-ring in the groove between the lower kingpin bushing and the spindle housing
place spindle on the kingpin (assuming the dust tubes are in place)
place 2 or 3 shims on the shoulder of the kingpin that's now exposed above the spindle top.
Grease the bronze thrust washer a little (it is oilite, but a little dab'll do ya)
Insert the bronze thrust washer into the trunion.
Invert the trunion onto the kingpin stud.
Push it down.
Tighten the castle nut
The spindle should turn. (NOT the trunion)
If the spindle does not turn, undo catlenut, lift trunion, add another shim. Repeat until the spindle does turn.
If it does turn, be sure there is no discernible up and down movement. Remove shims to tighten.
There are 3 thicknesses of shim. They are meant to fit on the uppermost shoulder (step)of the kingpin. They also fit inside the step in the trunion. If things feel loose, the old shims may still be in there. They do get stuck. They may also still be lurking on the old king pins. If you need more shims, I carry them
