I have three manuals but since I'm a beginner I'm having some issues following the manual.

I will check the choke tonight.
 
The choke is completely broke. Just FYI for me, the choke controls the diaphragm for the carbs which let the gas into the carbs. Correct?

With out this working there is no way the engine will start.

With the fuel pump "on", is there gas flowing out of the overflow copper lines attached to both ends of the intake manifold?

If its the overflow pipes connected to the carbs that you are talking about, I see No gas coming out of them. Its as if the gas isn't going thru the carbs, but I can smell it. When the fuel pump is "on", I can see gas in the fuel filter directly before the carbs.

Not the ones attached to the carbs. Look on the underside of the intake manifold to the two 1/8" diameter copper lines. They empty out right below where the block and oil pan meet.
