I know there are many factors in determining a price for any old British car but if there was no major rust,interior not bad, oxidized paint, engine turns over would $1500 sound about right for a project car? I guess it would be a different ball game if the floors and sills were shot?

Yes...that's certainly in the ball park for N. America (cheaper in the UK, but they are getting more rare over there too).
When I was looking at Minors (before I bought the A35) I saw a few cars in that range.
