Rear Spring Shackle

I installed my rear axle and springs yesterday and noticed the lower pin that bolts the lower shackle to the frame has two locking nuts on the inner side. My question is should I tighten the nuts hard up against the inner shackle or leave them a little loose and use the two lock nuts to keeps them in place. By leaving them a little loose, I would think the shackle could rotate on the pin as the spring flexes. I saw no instruction in the manual.

I believe they should be bolted up tight as the clearance is built in. You could easily test by pulling the upper pin and seeing if the shackles rotate within the iron bushings.
Things that are left loose tend to wear out quickly.
