Rear Drum Brake Rubber Dust Cover

Can anybody give me an advice how the rubber dust covers, wich seal the hole in the brake backplate for the e-brake levers, should be installed? Somehow there has to be a "connection" between the locking plates of the brake cylinder and this rubbers, but which?? How??? /bcforum/images/%%GRAEMLIN_URL%%/confused.gif
