Rear bump stops

The NEW rubber bumpers are convex shaped on the bottom and the first cotter pin can be installed easy while the second one can be harder without rotating the bumper so the holes line up. At least that's how I'm interpreting the question. (I did this job last year).
 
I know what you mean. It isn't easy to compress the rubber enough to get the pins through the holes. However, I installed mine by using a C-clamp to compress the rubber while working the pins through. Still not easy, but possible.

After thinking about my technique a little more, I recall that I used a couple of long smooth probes or pins to help line up the holes in the rubber with the holes in the frame bracket. It's easy enough to put one probe in place. The other one is not so easy, but with the C-clamp compressing the rubber enough you can work another probe into the second set of holes. Then pull the probes out while inserting the split pins, keeping the split pins touching the end of the probes as you go.
