rear brake drum too tight after rebuild

Hi all, I have spent some time looking for information on my problem. I used the Moss rear brake kit to rebuild the rear brakes on my 60 bt7. Drums were machined at a local shop. Right drum went on and turned with the ebrake connected. Left drum went on and turned until I reconnected the ebrake at the wheel. This connection was tight enough to activate the brake so that I could not turn the drum by hand. All adjusters are completely backed out. Cannot think of why one side would be fine and the other too tight. Can I simply adjust the ebrake to put some slack in the system? It may be a day or two before I get back to check on this so please bear with me. Thanks.
 
The e brake or handbrake should not activate the rear brakes until the handbrake lever is pulled. Sounds like your cable is too tight.I r can be adjusted at the clevis pin connection to the rod system . This assumes you have set and centred the rear shoes clearance correctly with the adjuster in the backplate.
