I'm sure it depends to a great deal on the part in question, but is there a rule of thumb, or a dollar number at which it's better to have a given part re-chromed or to buy new?

It entirely depends on the quality of the replacement part. In many cases, the original metal parts from a classic car are of better quality and fit than new repros. Additionally, the chrome on many newer parts are not all that great. Again, it depends on the specific part.
 
Which vehicle and which part?

I had a bunch of small stuff rechromed by Paul's Chrome near Pittsburgh, PA. Outstanding quality, but with a price to match. Good quality rechroming is labor intensive and the disposal of the waste is expensive.

My first choice would be a NOS original if you can find it. Failing that, as others have mentioned, it all depends on the part. Some repros are Ok, others are dodgy.
