TR2/3/3A Quizz question

Perhaps this has been answered before but I will ask.
At the back part of the inside front fender is a small round patch which has been spot welded on the outside of the fender over a 3/8" round hole. It occurs on both inner front fenders. The hole passes through to the inside of the boxed section which braces the inner fender to to the firewall.
Can anyone tell me what they are for?

I don't really have enough perspective to see where the holes are but from your description I find nothing like them on my cars. Tom
 
I have found them very randomly placed on fenders. That leads me to believe they are some form of patch used by the factory.

One is present on my NOS inner fender that I bought 30 years ago. The only thing I came up with is to vent the closed space within the box section.
