TR2/3/3A Question on TR3A front body mounting

I did a search of this forum, but was unable to find info on the front body mounting. On the front diagonal tubes, there are rubber body pads (two per bolt), aluminum body mount pads (one per bolt), and an inner fender mount plate. My question (as I forgot what was there when I took it apart :() - does the steel fender mount plate go on top of the body flange, and the aluminum body pad (sandwiched with a rubber washer on top and bottom) go between the body flange and the frame?

+1 to the first way...the plate goes on top of the body flange, with 2 washers and then the bolts. All the pads and spacers go between the flange and the frame.

One thing that might help on installation of the pads and aluminum spacer is to put the aluminum piece in after you have the bolt and rubber is in place. The aluminum piece has that slot and can slide onto the bolt from underneath. Moreover, if the holes do not line up, put a punch into the adjacent hole and pry over to where you need it.
