Question about a fuel pump

I recently bought a used AC mechanical fuel pump off fleabay for a Spitfire. When it arrived, the arm would not move at all. I was afraid to put too uch pressure on it becuase it looks like part of the arm may be plastic. I soaked it a bit in mineral spirits and it has loosened up a bit, but is stiff to actuate. The question is, how stiff should this thing be?
 
I'd get other opinions to make sure, but when I replaced the mechanical fuel pump on the TR4 it had some resistance but it wasn't overly stiff in it's motion. Sounds to me like there is more cleaning and lubrication needed.

Again. I'd get other more experienced opinions before making any decisions.
 
Sounds like you might have a paperweight on your hands.
