Can anyone tell me what this item is? It is just behind the door opening on each side. I thought it might be something to hold the seatbelt but cannot figure out how it might work. See attachment.

Could it be a fastener for the little cover that goes over the top when it's down (not a tonneau)?
 
I have a snap in that location which holds the top cover usasma mentioned. Maybe that is an aftermarket type of fastener?
