Possible seatbelt holder?

Can anyone tell me what this item is? It is just behind the door opening on each side. I thought it might be something to hold the seatbelt but cannot figure out how it might work. See attachment.

Could it be a fastener for the little cover that goes over the top when it's down (not a tonneau)?

I have a snap in that location which holds the top cover usasma mentioned. Maybe that is an aftermarket type of fastener?

It is a seatbelt holder. There shoudl be a round hole in the metal on your seatbelt. Just push the hole over the tab behind the door to hold the seatbelt.
