I purchased one of those small, corner sanders from Home Despot. It has a velcrox bottom and comes with several velcrox
backed pads. The replacement sanding pads, etc cost an arm and a leg.
When I painted my engine bay I used the small sander and cut new sand paper to shape and glued it to the worn out sheet with bonding adhesive.
Mothers aluminum polish and a Scotch Brite pad glued to a small sander should get you in the ballpark so you can buff it.
Just my personal observartions- worked for me.
