Ummm....all US states have gas taxes; CA is indeed one of the highest, but we have plenty of competition for that. (http://worldpopulationreview.com/states/gas-taxes-by-state/) Beyond that, I think you have it backwards: demand here is greater, and that makes fuel prices are higher, not lower.

The only "conspiracy" I see is the one where the state and fed governments "conspire" to build and maintain roads, bridges, and other infrastructure, and it all has to be paid for.

Sounds like a great road trip, though. I'm sure we'd all like to hear about it.

Is the market manipulated?
I worked in a NJ refinery 80-83,I think a big gas shortage was 1980.Odd even days rationing.
From a high vantage unit you could see all the floating roof storage tanks were full to the top ,with reports of tankers waiting offshore with no place to unload.

Absolutely again simple Cali equation volume we buy/use highest prices in the country we're gasoline addicts with the need for petroleum (find myself saying don't care what they charge as long as I can get it and don't have to wait in line or be told I can get only so many gallons) on the verge of been phased out by electric vehicles just the other day saw add a company concept to make antique classic Jags electric

It was $3.25 a gallon for 91 octane when I open up here in Lincoln, NE, yesterday. My Triumph and my daily driver get premium, the premium gas thing is about my only complaint about my very reliable old Lexus IS300.
