Parking Brake Adjustment

So I replaced the half axle, adjusted the rear brakes per the manual (wheels spin with just a hint of the shoes rubbing) But the parking brake is still too loose. If I pull the hand brake ALL the way up, the car will still roll on a hill or if pushed hard.

I can't seem to locate any way to adjust the parking brake... The three places I see are at each wheel, and there the cable meets the "bar" just inside of the left wheel. There appears to be a "bolt" at each of these three locations, but there's no way that a wrench or socket will fit, an there does not seem to be any threads. It's almost like it's swedged together.

There is also an adjust below the number 21 in your picture. where the sheathed cable meets the body., just behind the e brake lever underneath the car.

Whenever you tighten the rear brakes until the drum drags you need to push the brake peddle a couple of times (really hard) to equalize the shoes and you will probably find that you need to tighten that brake a couple of more clicks.
Repeat as required at each wheel.

Brakes should also be adjusted with the e-brake cable nice and slack.
