Parking Brake Adjustment

Can the parking brake cable be shortened by accessing it from the front , directly from the brake handle in the cockpit? I read this in a manual, rather than from underneath the rear wheel as per the factory manual. Seems as it would be much easier.

Not really. You cannot get to it from inside the cockpit. The end of the cable connects to the handle / ratchet assembly inside the tunnel.
 
You just have to remove the RR wheel; there's a turnbuckle you can tighten-up. While you're at it, lube the pivot lever and the cable sheath; both should have zerks on them. The turnbuckle adjustment has a limit--the threaded part can only be turned so far--but it can be trimmed if need be. The zerk on the pivot is likely to be stuck/plugged if it hasn't been lubed in a while.
