Paint help?

OK...so here I am trying to figure the best way to clean and make sure the paint sticks on the radiator. It has been cleaned and tested on the inside. I need to get the rest of the gunk off and get the paint on. Do I need to scuff it up? Or just use some cleaner? Also on the original cars was the tag painted black as well?

What paint do you have in mind for this? I have heard that Eastwood (and no doubt others) sell a specific radiator paint that goes on very thin. The concern is that ordinary rattle-can black may go on thicker and reduce the effectiveness of the radiator.

AFAIK the labels were in place when the original radiators were painted & thus were black.
