Yes. This is on a Midget. The vent from the timing cover, overflow from both carbs (single line) and the radiator expansion tank all go in there. The tank itself overflows down next to the tranny.

The drain is manual, but since the tank is vented through the breather at the top there is an overflow line above the tank / below the breather that goes down next to the tranny. If the tank fills up liquid is going to end up on the track no matter what. This just puts it to a safe place away from the ignition coil and exhaust header.
