Opinions still waiting

It's got a Ford engine.
But, the original value of a 4-banger Cortina is gone.
I don't care how much A) he paid for it or B) how much he put into it, it's a "modified". Interior is "cleaned up"? Paint is mismatched? Track Quality?

I don't think 25K is reasonable at all, but, hey, that's me.

Was it originally a Lotus, seems to be a question

It was NOT a genuine LoCort if that interior (the facia is that of a production one) is original. And he's gonna need a LOT more bracing under-bonnet than just the two from the struts, IMO.

I'm with Dave. Not a bargain if there isn't a Lotus modded Cortina in there to be refitted to original. I understand the work, the expense and all, sooo JMO.

Personally I like it for what it is, a Cortina GT hot rod with Locort colo(u)r scheme. It isn't a Locort, but it appears to be a very fun car. As far as price goes, well that's up to the buyer to determine if it's worth it or not. A real Lotus Cortina just sold on eBay for $36k.
