Is there a torque value for the cover plate bolts and top cover bolts or do we just go by what seems right by "mechanics feel"?
 
Another approach is to refer to one of the "standard torque" charts. Here's one that actually includes British bolt grades (but not lubricated/dry/plated etc)

If I remember those are 5/16" fine. I generally use 14ft/lbs for that size if it's not specified. Not scientific, but if you browse the torque specs in the general section, almost all 5/16" bolts are 14-16ft lbs. Since they give us no value, that should be close.
