Paul, I can't argue the point that dealing with ODOT can be frustrating. I haven't had the pleasure of working there but can tell you that several of the state employees that I know who are now retired are pretty critical of the dept. Working for a government agency that seems at cross purposes with their basic responsibilities is hard on everyone involved. But to effectively correct this problem we need to address those who actually can affect change. In my experience, highly negative interaction with an agency always leads back to inadequate funding or political pressure. In Oklahoma, Oil and Agriculture pretty much set their own rules as one would anticipate.
With ODOT interdepartmental funding is probably the issue, I don't know. But I have worked at Welfare, Health and Education at different times. With Welfare we were a little shy of 50% staffed. Education (VA Med Center) funding had to be supplemented by the State on occasion, and at Health we were under staffed. During this time however, I never felt that the various agencies were either at cross purposes with their responsibilities or too politically motivated to accomplish their duties. In my opinion, if we could redirect our irritation back to the Legislature rather than the employee who is the interface between us and the politicians we might get something done.
That said I understand that it is hard for us to interact with the legislature, which I suspect is by design, but not impossible. That might be an appropriate 'off topic' for this group. It's not a partisan subject, both parties are guilty.
