If the lock washers for the oil pan bolts appear to have imprinted themselves into the pan(probably from over tightening) would the correct size "flat" washer added underneath the lock washer solve this problem?
 
I think I'd rather hammer the spaces flat and then use flat washers with the lock washers. Or, better, use nyloc nuts with the flat washers.
 
In my opinion adding a flat washer just introduces two more surfaces where a leak may occur. I always use a dolly and hammer to flatten any dimples caused by over-zealous tightening but the use the original style bolts and split washers.
 
Just realized that there aren't studs for nuts to attach! I'm with Geo on this one. And Loctite is probably your friend!
 
Ditto. Straighten the pan as much as possible (it's more important that the sealing surface be flat), then use new lock washers and no flat washer.
